Workplace privacy and employee decisions

Many employers have multiple health insurance plans. Do many employees secretly choose whichever plan won't force them to disclose they have Medicare? Why don't doctors etc. tell people to try to avoid signing up for social security disability? When the employee goes back to work, they may have to disclose it. I think the questions on the health insurance application form determine what plan employees choose (not the benefits or costs). Anyone agree?
